System restore is never a cure for viruses, it doesn`t remove files, otherwise you would have no files in your computer, later than the date you restored to.
It removes programs, but virus can still be left behind.

You need to run a virus scan and a malware scan.
If you don`t have antivirus, download avg or avast and do a scan.
Also download malwarebytes and do a scan with that.

System Restore, while helpful for simple home use is a dud in the mix when it comes to actually Restoring Data.
That said:
Back up any and all data that is personal, (non-Microsoft) and fix it correctly, from a pristine and non corrupted system or kernel state.
I have been running Debian and BSD based OS's since 1999 or so, systems crash, that is part of the deal when one changes the kernel or system. That is also why a good backup routine is the only and best way to keep a system intact and worry free.
I did fix an infected Windows system with a utility from Microsoft, it worked flawlessly. Hopefully it can work for you also, but as you may know double AV and System Utilities can most of time do more harm than good, so choose one, carefully, and run it, then back it up again to Removable Media.
