It all hales from the first game, like all these large games out there.
In the first RE you are in a Residence (large house) and you end up encountering a lot of Evil in there. So basically the developers get slightly creative and came up with the catchy title Resident Evil.

In Japan its called Biohazard because, well there is a bio-hazard. NA called it resident evil because the first game takes place in a mansion (residence) and there are lots of zombies/evil. Thus, Resident Evil.

Because in New York there is this band called "Biohazard" so they had to change it. So they held a contest too see what they should called it in America and thus the name "resident evil" won.
